"I'll change money right at the airport so I don't have to look later" — the most common thought of a traveller arriving in Dushanbe after a long flight. The decision is psychologically understandable; economically it is almost always a poor one. This text shows the maths of the gap and gives a direct rule: what to exchange at the airport, and what — in the city.
Counters at Dushanbe Airport usually quote a rate 1.5–4% worse than the best bank rate in the city. That is not "greed" on the part of airport counters — it is the norm at most airports in the world. Lease costs at the airport, special operating hours, limited competition between counters — all of that gets built into the rate.
In Khujand the picture is similar, but the airport handles smaller traffic and its counters open around international arrivals.
Before heading to the airport counter, open the widget below and check the city bank rates. Comparing "what is being offered here" with "what I could get in an hour in town" is sobering.
Suppose the best city buy rate for the dollar is 10.90 somoni. At the airport they offer 10.55. The gap is 0.35 somoni per dollar, about 3.2%.

On $50 the loss is 17 somoni. Two coffees. If you really need starter somoni, it is a reasonable price for convenience.
On $1,000 the loss is 350 somoni. A full restaurant dinner or a night at a budget hotel. At these amounts airport exchange is not worth it.
On $3,000 — 1,050 somoni. A month of mobile service or several taxi trips across the city. Just because you could not be bothered to reach the bank.

Core principle: at the airport exchange only what you need for the next 4–6 hours. That is:
That is, the starter exchange is the equivalent of $20–40 or 1,500–3,500 roubles. No more. Enough to comfortably reach your lodging.

Transit passenger (4–8 hours in the airport): exchange only what you will definitely spend at the airport. Often — nothing, because at Dushanbe Airport food and water can be paid for with an international card.
Short-trip tourist (3–7 days): starter minimum at the airport, the main amount on the first day in town. Convert the full sum at once or in tranches — depending on your currency's spread.
Long-trip tourist (2–4 weeks): starter minimum at the airport. Keep the main amount in foreign currency, convert in tranches once a week. That is insurance against rate moves.
Business / corporate visit: starter minimum on the spot, the main amount at a large bank through the rate widget. Keep the exchange receipts — they may be needed for reporting.

Sometimes the "starter minimum" logic does not apply. For example, on day one you have to pay rent, deposit and furniture for 30,000 somoni. Then:
The gap between "exchange 30,000-somoni equivalent at the airport" and "exchange at a city bank" is roughly 600–900 somoni. A couple of work hours of travel against a noticeable loss.

Khujand Airport handles a smaller stream of international flights. Counters open by arrival schedule. The rate at Khujand Airport counters usually trails the city by 2–3% — a bit less than in Dushanbe but still noticeable. Same logic: starter minimum on the spot, the rest in the city.
In the city. Bank rates in Dushanbe and Khujand are on average 1.5–4% better than airport rates. The airport — only for the starter minimum.
The equivalent of $20–40 (or 1,500–3,500 roubles). Enough for a taxi, a SIM and the first hours. Everything else is better exchanged in the city.

If you need a starter sum — yes. If we are talking about a large amount — no, the overpay is noticeable.
Yes, if you have a working international card, the taxi is ordered via an app and you pay for the SIM by card. Then starter somoni is not needed. Still, it is worth carrying 100–200 somoni in cash just in case.
Usually 5–15 minutes with a queue. After an international arrival the queue at the counters can be noticeable.
Dollar, rouble, euro — definitely. Other currencies (yuan, tenge, lira, dirham) — not at every counter. For anything exotic, check in advance.
Authorised-bank counters in the arrivals area are safe. Street "helpers with a better rate" at the exit are not. Do not accept an exchange from strangers.
